PROXIMATE EXPERTISE

Preliminary design study
The PDS is a decision-making aid for the client. It outlines applicable technical solutions, along with the performance, limits and constraints of each option as well as their respective costs. It also suggests procurement strategies.

Detailed design study
Once the client has decided on a security system, the purpose of the DDS is to accurately specify the contours of the project. An estimate of quantities and costs is produced, installation drawings are prepared, system specifications are produced, as well as a schedule and timeline.

Tender documents
Using the procurement procedures established by the client, SURTYMAR prepares tender documents (specifications, consultation rules, price schedule, etc).

Appraisal of bids
SURTYMAR experts assess the requirements compliance of the bids. This important step is conducted with full transparency using a pre-defined rating matrix. The tenderers’ ability to carry out the project (references, human and technical resources, project organization, etc.) are also evaluated.

Project monitoring
SURTYMAR assists the client throughout the stage of the project by providing technical support to validate contractors’ studies,
“as-built” documents, tests of completion, at site meetings as well as for all other inspection operations and follow-up work.

The decision to protect a critical site or infrastructure by using technology is a logical step after launching the risk analysis and defining the necessary security measures. However, security systems (CCTV, access control, perimeter fencing, intrusion detection, radiocommunications, radar, etc.), call for technologies that are constantly evolving and have been shaped over the past 10 years by the digital revolution.

A video surveillance device is no longer just a camera and monitor. An access control system can offer much more functionality than simple filtering of individuals, and intruder detection is becoming “intelligent”... Using the power of information technology, all this equipment is integrated to operate in concert and transmit pertinent information to a central monitoring platform, allowing the appropriate decision to be made fast.

Deploying an integrated security system at an industrial site, port, airport, or other critical infrastructure, is a complex project that involves substantial investment and whose integration with the site and its constraints must be rigorously analyzed. This type of project must be conducted with a global vision and the assistance of specialist skills.

FOCUS ON OCP INDUSTRIAL SITES
In 2010 the OCP group as the world’s leader on the phosphate rock and derivatives market, as well as the largest enterprise in the Kingdom, asked SURTYMAR’s Engineering & Design Dep. to assist in drawing up a security procurement contract for two major industrial sites. The more than €20 M project includes perimeter intrusion detection (40 km), CCTV and access control systems. After preparing the specifications and analyzing the bids, SURTYMAR is in charge of overseeing the works stage.

Technologies implemented : Fixed and mobile thermal cameras – Megapixel digital cameras – Intruder detection by video analysis – Kinetic sensors (perimeter detection) – RFID access badges – Roadblockers, barriers and turnstiles – Data and power networks Command & Control Centre, Crisis room – TETRA radiocommunications.

FOCUS ON TANGIER MED PORT
TMSA, the developer of Tangier Med megaport, awarded SURTYMAR’s design office the mission to design an integrated security system for the entire port. After preparing the system specifications and launching an €18 M call for tenders, SURTYMAR analyzed the technical bids and monitored the works carried out by EADS, the winner of the contract.
